Mr. Ryan F. Paquet, P.G.
Assistant Director, Office of International Standards

Mr. Ryan Paquet serves the United States Department of Transportation as the Assistant Director of International Standards for the Pipeline and Hazardous Materials Safety Administration (PHMSA).
The Office of International Standards represents the United States at international safety forums and is responsible for promoting harmonization of U.S. HM Regulations with international regulations.

Ryan has 14 years of experience in hazardous material transportation safety and is a licensed Professional Geologist. Ryan is currently working on many important projects including collaboration between the US and China on dangerous goods safety, improving hazard information flow to emergency responders, and also represents the US at various United Nations forum on the transport of dangerous goods. But most importantly, Ryan is a proud father of a five-month old son.

 
   

Chen Zhengcai
Senior Engineer and Director of Transportation and Safety Section of
Department of Waterway Transportation

Mr. Chen Zhengcai graduated from the Shanghai Maritime University and Nankai University. He is a M.A. of Economics. Twenty years ago, he was assigned by Chinese government to Japan to study port management for one year. Throughout his career, He also as an engineer worked in Lianyungang Port for a long time. He is currently the senior engineer and director of transportation and safety section of Department of Waterway Transportation under the Ministry of transport of China. He has been applying himself to policy studying in waterway transportation and the port administration, especially in transport of dangerous goods and logistics and port management. He has himself unique views. He participated to draft out many laws and regulations on transport of dangerous goods and management of waterway transportation. He attends many times the conferences of UN Committee of experts on the transport of dangerous goods as a member of Chinese delegation.
