Craig Allen has worked for the Department of Commerce’s International Trade Administration since 1985.  He entered government as a Presidential Management Intern and, in this capacity, rotated through the four branches of the ITA.  From 1986 to 1988, he worked as an International Economist in the ITA China Office. 
In 1988, Craig transferred from Washington to the American Institute in Taiwan where he served as the Director of the American Trade Center in Taipei.  He held in this position until 1992.
In 1992, Craig returned from the American Institute in Taiwan and re-joined the Department of Commerce for a three-year posting in Beijing.  During this period, he served as Commercial Attaché with responsibilities for the chemical sector, consumer goods and medical equipment. 
In 1995, Craig and his family transferred from the American Embassy in Beijing to the American Embassy in Tokyo.  Initially, Craig served as a Commercial Attaché with responsibilities for consumer goods and standards.  In 1998, however, he was promoted to the Deputy Senior Commercial Officer position with responsibilities for the entire section.  In 1999, Craig became a member of the Senior Foreign Service. 
In 2000, Craig and his family departed Tokyo for a two year tour of duty at the National Center for APEC in Seattle.   In Seattle, he worked on the APEC Summits in Brunei, China and Mexico. 
In 2002, Craig and his family moved to Beijing for a three year tour as the Senior Commercial Officer at the U.S. Mission to China.  In this position, Craig managed the entire complement of 126 DOC staff in China from multiple DOC agencies.   In Beijing, Craig was promoted to the Minister Counselor rank of the Senior Foreign Service.   
In 2006, Craig and family transferred from the U.S. Embassy in Beijing to the U.S. Embassy in Johannesburg, South Africa to serve a four year tour as the Senior Commercial Officer in South Africa with responsibilities for all 16 SADC countries.   
Craig received a B.A. from the University of Michigan in Political Science and Asian Studies in 1979.  He received a Masters of Science for the Foreign Service from Georgetown University in 1985.  While at Georgetown, Craig worked for the U.S. Congress on issues associated with technology transfer to China. 
In total, Craig has lived in Asia for 27 years, including 16 years in Japan and approximately 11 years in China or Taiwan.  He has visited every country in Asia with the exception of Laos, North Korea and Bhutan.  His most recent language scores were 3+/4 in Japanese and 4/4 in Mandarin Chinese. 

 

Barry Compagnoni

Captain Barry Compagnoni recently retired from the U.S. Coast Guard and is the owner and president of Windward Compass LLC, a management consulting firm specializing in emergency and risk management and preparedness. Throughout his 27-year Coast Guard career, Barry served in a variety of leadership and operational roles. His diverse experience in diplomacy, operations, leadership, strategy, intelligence, and support included significant opportunities to work outside of the Coast Guard with all levels of government agencies, the private sector, and public to improve preparedness, security, and the resiliency of communities.

Haozhe Chen

Haozhe Chen (Ph.D.) is an Associate Professor of Marketing and Supply Chain Management in the College of Business at East Carolina University. He has published over 20 articles in leading logistics and supply chain management journals, and his current research interests include reverse logistics, supply chain integration, supply chain relationships, and international logistics. He is especially interested in China-related logistics topics and issues. He has eight years' industry experience in international trade business in China, and he is an active member of ASTL, CSCMP, ISM, RLA, and RLSC.

William P. Doyle

Pennsylvania to Commissioner of the Federal Maritime Commission

 

On January 1, 2013, the United States Senate confirmed President Barack Obama’s nomination of William P. Doyle of Pennsylvania to Commissioner of the Federal Maritime Commission. He was sworn in on January 10, 2013.

Commissioner Doyle served over a decade as an officer in the U.S. Merchant Marine, serving aboard numerous classes of vessels. Combined, Commissioner Doyle has over 20 years of experience in the transportation industry, including both the maritime and energy sectors. Throughout his career, he has held several senior executive positions in the industry.

His most recent position prior to being sworn-in as Commissioner placed him at the top of the Marine Engineers’ Beneficial Association staff, where he served as Chief-of-Staff for the organization. There, Commissioner Doyle managed the organization’s interests before federal, state, and local elected and administrative bodies. He was the Association’s leader in business development, legislative strategies, contract negotiations, and provided executive counsel and guidance to the executive board.

Prior to his role as Chief-of-Staff, Commissioner Doyle served in an executive management role as the Director of Permits, Scheduling, and Compliance with the Office of the Federal Coordinator for Alaska Natural Gas Transportation Projects. As Director, he managed and directed the permitting and regulatory coordination of 24 federal agencies, numerous State of Alaska agencies, and both federal and provincial agencies of Canada. Additionally, the Commissioner acted as lead negotiator for the U.S. Government in securing cost recovery agreements with private sector national and multinational companies.

Furthermore, Commissioner Doyle has been appointed to boards and committees under both the Obama and Bush Administrations, including:

 

  • Representative on U.S. delegation for the United States on the bilateral trade delegation for the U.S. – Canada Energy Consultative Mechanism meetings, where bilateral energy trade issues were explored for strengthening the largest bilateral energy relationship in the world;

  • Representative of the U.S. in the annual coordination meeting between the U.S. Pipeline and Hazardous Materials Safety Administration and Canada’s National Energy Board;

  • Selected by the U.S. Department of State to participate in an international shale gas workshop to assess international resources, supply options, and market conditions;

  • Served a two-year term as a liaison on the Labor Advisory Committee to the U.S. Trade Representative, and in this capacity, the Commissioner assisted the Committee in soliciting and obtaining advice from various industries, agricultural concerns, environmental stakeholders, labor groups, and other non-governmental organizations throughout the trade policy process; and

  • Appointed and served for four years as a Board Member on the United States Department of Labor’s Advisory Committee on Apprenticeship.

Commissioner William P. Doyle was born in Boston, Massachusetts and raised in Weymouth. He is a 1992 graduate of the Massachusetts Maritime Academy, where he earned a Bachelor of Science in Marine Engineering. As a cadet, he worked in the Quincy, Massachusetts shipyard breaking out vessels for Operations Desert Shield and Desert Storm. Upon graduation from Mass Maritime, he began sailing as an officer in the U.S. Merchant Marine. As a U.S. Merchant Marine Officer from 1992 to 2002, Commissioner Doyle’s shipboard experience entailed serving aboard ammunition ships in and around Diego Garcia, car carriers servicing Europe and the Pacific Rim, tanker vessels, and in the U.S. Maritime Administration’s U.S. Ready Reserve Force Fleet. While still serving in the U.S. Merchant Marine, Commissioner Doyle entered law school at Widener University School of Law in Harrisburg, Pennsylvania. Throughout law school, Commissioner Doyle worked his summer and winter breaks serving aboard Pre-positioning ships in South Carolina, delivering jet fuel to Haifa, Israel, and transporting liquid-sulfur between ports along the Gulf Coast of the United States.

 

Richard D. Gluck

RICHARD GLUCK is an attorney with the Washington, DC office of Garvey Schubert Barer.  He has thirty-four years of experience in Washington practicing transportation law, and appears regularly before Federal government departments and agencies such as the Federal Maritime Commission, the Departments of Transportation, Defense, State and Homeland Security.  He represents third party logistics companies, freight brokers, domestic and international shipping lines, non-vessel-operating common carriers, freight forwarders, shippers, shippers’ associations, port authorities, terminal operators, insurance companies and trade associations. Mr. Gluck is outside general counsel to the Transportation Intermediaries Association (TIA), the largest trade association for third party logistics companies in the United States.
During 2013 Mr. Gluck has been a Harvard University Advanced Leadership Fellow, where he has been working on a project to promote greater business collaboration between the logistics industries in the US and China in ways that both meet China’s development needs and improve cultural understanding between the two countries.  

Mr. Gluck chairs his firm’s Transportation and Logistics and its China Task Force practice groups.  He has responsibility for developing its Pacific Rim practice with an emphasis on China and East Asia.

Paul N. Jaenichen

Acting Maritime Administrator

 

On June 4, Deputy Maritime Administrator Paul “Chip” Jaenichen was named Acting Maritime Administrator.  He will serve in this role until the appointment and confirmation of a new Maritime Administrator. Acting Maritime Administrator Jaenichen has been with the U.S. Department of Transportation, Maritime Administration since July 2012 when he was appointed Deputy Maritime Administrator by President Obama.
Captain Jaenichen was a career naval officer, retiring after serving 30 years as nuclear trained Submarine Officer in the U.S. Navy. His final assignment was as Deputy Chief of Legislative Affairs for the Department of the Navy from October 2010 to April 2012. He served as Commanding Officer of USS ALBANY (SSN 753) from September 1999 to June 2002 and as Commander, Submarine Squadron ELEVEN in San Diego, California from April 2007 to September 2008. His shore tours included assignments as Director, Submarine/Nuclear Officer Distribution where he was responsible for career progression and assignment of over 5200 officers; as Officer-in-Charge of Moored Training Ship 635, one of two nuclear powered training platforms in Charleston, South Carolina, where he was responsible for initial operational training and qualification of over 1200 officer and enlisted operators annually; and as Chief, European and North Atlantic Treaty Organization (NATO) Policy Division on the Joint Staff where he was responsible for military-to-military engagement on security cooperation and involvement in coalition operations with all 26 NATO member nations.
Captain Jaenichen's hometown is Brandenburg, Kentucky. He earned a Bachelor of Science in Ocean Engineering from the United States Naval Academy and a Masters in Engineering Management from Old Dominion University. His personal military awards include the Defense Superior Service Medal, Legion of Merit (four awards), Meritorious Service Medal (three awards), Navy-Marine Corps Commendation Medal (five awards) and the Navy-Marine Corps Achievement Medal (two awards). He lives in Bowie, MD with his wife, Paula Auclair Jaenichen, who is a National Board Certified teacher.

 

DEREK J. LEATHERS

DEREK J. LEATHERS is the President and Chief Operating Officer of Werner Enterprises. Derek has worked in the transportation and logistics industry for over 20 years. Throughout his tenure at Werner, he has held integral roles in many facets of the organization, including the establishment of Werner’s Mexico operations, oversight for all the asset operating groups and leading the launch of Werner Global Logistics, which encompasses transportation management and freight movement within Intermodal, Ocean, Air and Brokerage. Prior to joining Werner in 1999, Mr. Leathers was one of the first foreign members of Mexico's trucking association (CANACAR) and was based out of Mexico City for several years. Derek holds an Economics degree from Princeton University.

Frederick (Fred) R. Malesa

Vice President, International Intermodal Marketing

 

Frederick Malesa assumed responsibility for international intermodal marketing in 2000 and was promoted to his current position of vice president, International Intermodal Marketing, in November 2004. He had previously served in BNSF marketing posts in the Industrial and Equipment Operations areas.

Malesa began his career with the Union Pacific Railroad in Omaha in 1981 and joined Burlington Northern Railroad in 1992. He held various management positions in marketing including national account director for Coors Brewing Company and regional sales director for the Western states.

In 1994, Malesa was appointed general director, Forest Products Marketing and Sales. Additional responsibilities came in 1995, when he was promoted to assistant vice president, Industrial Products Equipment, where he was responsible for BNSF’s carload equipment acquisition program and management of equipment distribution, utilization and expense. This tenure also included the successful development and implementation of BNSF Railway’s first merged major software application: Equipment Distribution Optimization.

In 1980, he was the General Manager of COSCO and Director General of the Ocean Shipping Bureau of the Ministry of Communications; In 1982, he was appointed the position of Executive Deputy Minister in Ministry of Communications; In 1984, was the Minister of Communications and chairman of China Merchants; From 1992 to 1993, he worked as vice group leader for the State Council Port Leading Group.

Igor Rounov

Born in Moscow in 1952, Mr. Rounov graduated in 1975 from The Moscow State Institute of International Relations, focusing on international economic cooperation. After receiving his Ph. D. in economics from the U.S. and Canada Institute (Moscow) in 1979, he joined the USSR Ministry of Foreign Trade where he was gradually promoted from senior expert to the Head of Department of International Economic Organizations. In 1991-1995 served as a Vice-president of the U.S. – USSR Trade and Economic Council in Moscow and in New-York. In 1995-2001 Mr. Rounov worked as the Vice-President of the American Chamber of Commerce in Russia.

As Director of Logistics, Mike has been responsible for developing and implementing strategies to drive best in class delivery services to customers while minimizing the costs of warehousing and transportation.  Mike is responsible for the day-to-day management of transportation and warehousing operations of Sappi Fine Paper North America for all domestic business, as well as, the domestic portions of import and export, financial budgeting and forecasting, logistics management systems, and all network optimization activities.  In addition, Mike is responsible for the Cloquet Terminal Railroad, a shortline railroad located in Cloquet, Minnesota.
Prior to his role in Logistics, Mike served in a variety of operations positions at the Sappi Fine Paper mill in Cloquet, Minnesota.  In these roles, he was responsible for leading the operational availability and cost effectiveness of the steam, energy, water, and waste treatment systems for the site and supporting pulp production through control of the liquor cycle.  He was also a leader in Sappi’s international energy savings efforts.
Prior to working with Sappi, Mike spent twelve and one-half years with Potlatch Corporation as a Process/Production Engineer and Technical Department Manager.  He was a leader in starting up the new pulp mill at the Cloquet site.
He holds a Master of Science degree in Engineering Management from the University of Minnesota-Duluth and a Bachelor of Science degree in Chemical Engineering from Pennsylvania State University.  He has also achieved Certification in Transportation and Logistics (CTL) from the American Society of Transportation and Logistics and is a registered professional engineer in the state of Minnesota.
